Identica cosa vale per l’Italia, Legge 210/1992. “Chiunque abbia riportato, a causa di vaccinazioni obbligatorie per legge o per ordinanza di una autorità sanitaria italiana, lesioni o infermità, dalle quali sia derivata una menomazione permanente della integrità psico-fisica, ha diritto ad un indennizzo da parte dello Stato”. Ma ritorno all'iniziativa illustrata dal Dott Arturo Lincio, rinnovo le 2 domande poste nel mio messaggio precedente: 1- cosa avverrebbe agli operatori del settore sanitario e gli over 65 in caso di rifiuto? 2- l'ordine dei medici e il Dott Arturo Lincio e tutte le "cabine di regia" annesse e connesse, e i medici che effettueranno le vaccinazioni, sono disposti a garantire con una loro firmetta che risponderanno personalmente per tutte le vaccinazioni che si effettueranno da ora in avanti? Sono domande semplici, anche se non otterranno risposte è sempre meglio che vengano scritte, di modo che ognuno tragga le conseguenze che vuole e inoltre che ne rimanga traccia.

The Assembly regrets that, despite calls for the respect of the precautionary principle and despite all the recommendations, declarations and a number of statutory and legislative advances, there is still a lack of reaction to known or emerging environmental and health risks and virtually systematic delays in adopting and implementing effective preventive measures. Waiting for high levels of scientific and clinical proof before taking action to prevent well-known risks can lead to very high health and economic costs, as was the case with asbestos, leaded petrol and tobacco. 7. Moreover, the Assembly notes that the problem of electromagnetic fields or waves and their potential consequences for the environment and health has clear parallels with other current issues, such as the licensing of medication, chemicals, pesticides, heavy metals or genetically modified organisms. It therefore highlights that the issue of independence and credibility of scientific expertise is crucial to accomplish a transparent and balanced assessment of potential negative impacts on the environment and human health. 8. In light of the above considerations, the Assembly recommends that the member states of the Council of Europe: 8.1. in general terms: 8.1.1. take all reasonable measures to reduce exposure to electromagnetic fields, especially to radio frequencies from mobile phones, and particularly the exposure to children and young people who seem to be most at risk from head tumours; 8.1.2. reconsider the scientific basis for the present standards on exposure to electromagnetic fields set by the International Commission on Non-Ionising Radiation Protection, which have serious limitations, and apply ALARA principles, covering both thermal effects and the athermic or biological effects of electromagnetic emissions or radiation; 8.1.3. put in place information and awareness-raising campaigns on the risks of potentially harmful long-term biological effects on the environment and on human health, especially targeting children, teenagers and young people of reproductive age; 8.1.4. pay particular attention to “electrosensitive” people who suffer from a syndrome of intolerance to electromagnetic fields and introduce special measures to protect them, including the creation of wave-free areas not covered by the wireless network; 8.1.5. in order to reduce costs, save energy, and protect the environment and human health, step up research on new types of antenna, mobile phone and DECT-type device, and encourage research to develop telecommunication based on other technologies which are just as efficient but whose effects are less negative on the environment and health; 8.2. concerning the private use of mobile phones, DECT wireless phones, WiFi, WLAN and WIMAX for computers and other wireless devices such as baby monitors: 8.2.1. set preventive thresholds for levels of long-term exposure to microwaves in all indoor areas, in accordance with the precautionary principle, not exceeding 0.6 volts per metre, and in the medium term to reduce it to 0.2 volts per metre; 8.2.2. undertake appropriate risk-assessment procedures for all new types of device prior to licensing; 8.2.3. introduce clear labelling indicating the presence of microwaves or electromagnetic fields, the transmitting power or the specific absorption rate (SAR) of the device and any health risks connected with its use; 8.2.4. raise awareness on potential health risks of DECT wireless telephones, baby monitors and other domestic appliances which emit continuous pulse waves, if all electrical equipment is left permanently on standby, and recommend the use of wired, fixed telephones at home or, failing that, models which do not permanently emit pulse waves; 8.3. concerning the protection of children: 8.3.1. develop within different ministries (education, environment and health) targeted information campaigns aimed at teachers, parents and children to alert them to the specific risks of early, ill-considered and prolonged use of mobiles and other devices emitting microwaves;

The Parliamentary Assembly has repeatedly stressed the importance of states’ commitment to preserving the environment and environmental health, as set out in many charters, conventions, declarations and protocols since the United Nations Conference on the Human Environment and the Stockholm Declaration (Stockholm, 1972). The Assembly refers to its past work in this field, namely Recommendation 1863 (2009) on environment and health: better prevention of environment-related health hazards, Recommendation 1947 (2010) on noise and light pollution, and more generally, Recommendation 1885 (2009) on drafting an additional protocol to the European Convention on Human Rights concerning the right to a healthy environment and Recommendation 1430 (1999) on access to information, public participation in environmental decision-making and access to justice – implementation of the Ǻrhus Convention. 2. The potential health effects of the very low frequency of electromagnetic fields surrounding power lines and electrical devices are the subject of ongoing research and a significant amount of public debate. According to the World Health Organization, electromagnetic fields of all frequencies represent one of the most common and fastest growing environmental influences, about which anxiety and speculation are spreading. All populations are now exposed in varying degrees to electromagnetic fields, the levels of which will continue to increase as technology advances. 3. Mobile telephony has become commonplace around the world. This wireless technology relies upon an extensive network of fixed antennae, or base stations, relaying information with radio-frequency signals. Over 1.4 million base stations exist worldwide and the number is increasing significantly with the introduction of third generation technology. Other wireless networks that allow high-speed Internet access and services, such as wireless local area networks, are also increasingly common in homes, offices and many public areas (airports, schools, residential and urban areas). As the number of base stations and local wireless networks increases, so does the radio-frequency exposure of the population. 4. While electrical and electromagnetic fields in certain frequency bands have wholly beneficial effects which are applied in medicine, other non-ionising frequencies, whether from extremely low frequencies, power lines or certain high frequency waves used in the fields of radar, telecommunications and mobile telephony, appear to have more or less potentially harmful, non-thermal, biological effects on plants, insects and animals as well as the human body, even when exposed to levels that are below the official threshold values. 5. As regards standards or threshold values for emissions of electromagnetic fields of all types and frequencies, the Assembly strongly recommends that the ALARA (as low as reasonably achievable) principle is applied, covering both the so-called thermal effects and the athermic or biological effects of electromagnetic emissions or radiation. Moreover, the precautionary principle should be applied when scientific evaluation does not allow the risk to be determined with sufficient certainty. Rocco, Di seguito potrà leggere il profilo del dr livio Giuliani, con tutti gli incarichi ricoperti, la laurea in Matematica, qui ha ragione ma c'era un errore nel sito dove io mi ero informato, con 110 e lode. Quindi un uomo di notevole intelligenza. Ho scritto che era dirigente dell'Ispesl e ricercatore sui campi elettromagnetici e questo risulta ampiamente dal suo profilo. Dr. Giuliani earned his laurea cum laude in mathematics on 1974 and served as Assistant and Lecturer at the Institute of Mathematics, 1st University of Rome (1974). Dr. Giuliani has been conducting research on radioprotection for over 30 years. From 1975 to 1982, he worked at the Personnel Dosimetry Lab of ENPI (Italian Labour Ministry) whose film dosimetry method and film and TLD procedures were employed to monitor over 40.000 IR exposed workers in Italy. Since affiliating with ISPESL (a department within the Italian Health Ministry), his main professional interests have been worker protection against non-ionizing radiation and electrical and magnetic fields. Since 1988, he has monitored radiofrequency antennas and co-location facilities as well as high voltage power lines. He contributed to the adoption of the Italian government exposure guidelines (Decree 1998/381) and, in recognition of his contributions, he was named “father of the 6 V/m (0,1W/m2 ) RF/MW limit” by the national press (La Repubblica, 20/1/2003, Corriere della Sera etc.) He provided the scientific rationale for the Italian framework of restriction that govern public EMF exposure which the Italian Government recommended that the EU Council adopt on October 1998, instead of the ICNIRP framework. The Italian Government recommendation to the EU was written according to the May 5, 1994 and March 10, 1999 EU Parli, ament Resolutions, and the precautionary principle was also applied as the basis for the EU EMF protection framework (EU Council Recommendation 1999/519, which did not include the Italian and EU Parliament suggestions, but refers to marginal issues). He was senior researcher (1996), Chief of research programs (1998) and has directed the Radiation and Ultrasounds Research Unit of ISPESL up to the present time. He is chief of the East Veneto and South Tirol Department of ISPESL (2000), where he has lead a large EMF research program, with the participation of scientific institutions like the Italian National Council of Researches (CNR, Bologna and Rome Labs), the Italian Nuclear Energy Committee (ENEA, Frascati), the National Institute for Nuclear Physics (INFN, Milano University Section), the Cancer Researches Institute of the B. Ramazzini Foundation (Bologna) and others, concerning both fundamental and the phenomenological issues of the interaction between EMF and biological systems. He is a professor on contract to teach Bioelectromagnetics at the Higher School of Biochemestry of Camerino University, He has published several papers in international scientific magazines. He served on the World Health Organization’s Precautionary Principle Working Group and has made presentations at many international meetings. "Fidati e affidati: il mio cammino di Santiago" - 1 Marzo 2019 - 19:36

Non voglio svalutare il cammino di Santiago, l'esperienza anche se ridotta a pochi giorni e poche centinaia di km (personalmente la prima volta per per problemi fisici, la seconda idem - anche se più contenuti - unitamente ad uno stato mentale pessimo) lascia anche delle tracce positive. Al di là delle condizioni fisiche e mentali soggettive, ormai da almeno 15 anni è diventato un business che soffoca l'individuo. I dati di affluenza da inizio anni 2000 dei camminatori sono impressionanti, con tutto quel che ne consegue. Già da diverso tempo non controllo i dati ma credo che i mesi ideali per affrontarlo con la dovuta calma e pace si riducano ad un paio se si esclude in partenza quelli invernali, quindi da ottobre (sono 800 km quindi in 25/30 giorni si giunge a Santiago da St Jean Pied de Port) oppure da metà o fine febbraio. L'ideale, a mio parere, ma solo per chi non ha problemi di denaro, è alloggiare nei bed and breakfast o comunque dove si ha la possibilità di avere una camera privata, perché i disagi di una camera comune li si possono sopportare 1 settimana, dopodichè l'esasperazione prende il sopravvento; naturalmente ciò non è valido per tutti ma bisogna avere i nervi saldi; alcuni esempi: code per chiedere ospitalità al rifugio; russate a non finire che ti impediscono di dormire per ore e ore; code per lavarsi; assenza di privacy; unitamente ai disagi vari come ad esempio lavarsi gli indumenti, e se sei solo, ciò richiede ancora più impegno e pazienza. Partire da soli è eccitante ma dopo un po' inizia a pesare tanto quanto procedere involontariamente con persone che preferiresti perdere per strada, cosa piuttosto difficile perché il passo più o meno è uguale per quasi tutti, Molti partono perché pieni di problemi, non voglio fare di tutte le erbe un fascio ma penso che sia meglio pensare a camminate più brevi, di 4-5 giorni, più facili da gestire psicologicamente e molto meno stressanti, quindi su percorsi che se pure non hanno valore spirituale o storico concedono maggiore spazio alla libertà interiore ed esteriore.

Mi pare di capire che......
ciò che lagna il Sig. Brignone and company, sia la poca considerazione che l' attuale amministrazione ha nei confronti delle loro interpellanze. Ora i casi sono due: 1° non hanno fondatezza 2° la hanno e non ricevono risposta E' chiaro che se fosse il primo caso bene fà l' amministrazione a non rispondere, come si dice, il tempo è denaro..... Il secondo caso, invece, nello specifico sfocia nel penale, per dimostrare credibilità l' opzione è semplice: rivolgersi agli organi competenti, Procura della Repubblica ecc. ecc.
