The Assembly regrets that, despite calls for the respect of the precautionary principle and despite all the recommendations, declarations and a number of statutory and legislative advances, there is still a lack of reaction to known or emerging environmental and health risks and virtually systematic delays in adopting and implementing effective preventive measures. Waiting for high levels of scientific and clinical proof before taking action to prevent well-known risks can lead to very high health and economic costs, as was the case with asbestos, leaded petrol and tobacco. 7. Moreover, the Assembly notes that the problem of electromagnetic fields or waves and their potential consequences for the environment and health has clear parallels with other current issues, such as the licensing of medication, chemicals, pesticides, heavy metals or genetically modified organisms. It therefore highlights that the issue of independence and credibility of scientific expertise is crucial to accomplish a transparent and balanced assessment of potential negative impacts on the environment and human health. 8. In light of the above considerations, the Assembly recommends that the member states of the Council of Europe: 8.1. in general terms: 8.1.1. take all reasonable measures to reduce exposure to electromagnetic fields, especially to radio frequencies from mobile phones, and particularly the exposure to children and young people who seem to be most at risk from head tumours; 8.1.2. reconsider the scientific basis for the present standards on exposure to electromagnetic fields set by the International Commission on Non-Ionising Radiation Protection, which have serious limitations, and apply ALARA principles, covering both thermal effects and the athermic or biological effects of electromagnetic emissions or radiation; 8.1.3. put in place information and awareness-raising campaigns on the risks of potentially harmful long-term biological effects on the environment and on human health, especially targeting children, teenagers and young people of reproductive age; 8.1.4. pay particular attention to “electrosensitive” people who suffer from a syndrome of intolerance to electromagnetic fields and introduce special measures to protect them, including the creation of wave-free areas not covered by the wireless network; 8.1.5. in order to reduce costs, save energy, and protect the environment and human health, step up research on new types of antenna, mobile phone and DECT-type device, and encourage research to develop telecommunication based on other technologies which are just as efficient but whose effects are less negative on the environment and health; 8.2. concerning the private use of mobile phones, DECT wireless phones, WiFi, WLAN and WIMAX for computers and other wireless devices such as baby monitors: 8.2.1. set preventive thresholds for levels of long-term exposure to microwaves in all indoor areas, in accordance with the precautionary principle, not exceeding 0.6 volts per metre, and in the medium term to reduce it to 0.2 volts per metre; 8.2.2. undertake appropriate risk-assessment procedures for all new types of device prior to licensing; 8.2.3. introduce clear labelling indicating the presence of microwaves or electromagnetic fields, the transmitting power or the specific absorption rate (SAR) of the device and any health risks connected with its use; 8.2.4. raise awareness on potential health risks of DECT wireless telephones, baby monitors and other domestic appliances which emit continuous pulse waves, if all electrical equipment is left permanently on standby, and recommend the use of wired, fixed telephones at home or, failing that, models which do not permanently emit pulse waves; 8.3. concerning the protection of children: 8.3.1. develop within different ministries (education, environment and health) targeted information campaigns aimed at teachers, parents and children to alert them to the specific risks of early, ill-considered and prolonged use of mobiles and other devices emitting microwaves;

The Parliamentary Assembly has repeatedly stressed the importance of states’ commitment to preserving the environment and environmental health, as set out in many charters, conventions, declarations and protocols since the United Nations Conference on the Human Environment and the Stockholm Declaration (Stockholm, 1972). The Assembly refers to its past work in this field, namely Recommendation 1863 (2009) on environment and health: better prevention of environment-related health hazards, Recommendation 1947 (2010) on noise and light pollution, and more generally, Recommendation 1885 (2009) on drafting an additional protocol to the European Convention on Human Rights concerning the right to a healthy environment and Recommendation 1430 (1999) on access to information, public participation in environmental decision-making and access to justice – implementation of the Ǻrhus Convention. 2. The potential health effects of the very low frequency of electromagnetic fields surrounding power lines and electrical devices are the subject of ongoing research and a significant amount of public debate. According to the World Health Organization, electromagnetic fields of all frequencies represent one of the most common and fastest growing environmental influences, about which anxiety and speculation are spreading. All populations are now exposed in varying degrees to electromagnetic fields, the levels of which will continue to increase as technology advances. 3. Mobile telephony has become commonplace around the world. This wireless technology relies upon an extensive network of fixed antennae, or base stations, relaying information with radio-frequency signals. Over 1.4 million base stations exist worldwide and the number is increasing significantly with the introduction of third generation technology. Other wireless networks that allow high-speed Internet access and services, such as wireless local area networks, are also increasingly common in homes, offices and many public areas (airports, schools, residential and urban areas). As the number of base stations and local wireless networks increases, so does the radio-frequency exposure of the population. 4. While electrical and electromagnetic fields in certain frequency bands have wholly beneficial effects which are applied in medicine, other non-ionising frequencies, whether from extremely low frequencies, power lines or certain high frequency waves used in the fields of radar, telecommunications and mobile telephony, appear to have more or less potentially harmful, non-thermal, biological effects on plants, insects and animals as well as the human body, even when exposed to levels that are below the official threshold values. 5. As regards standards or threshold values for emissions of electromagnetic fields of all types and frequencies, the Assembly strongly recommends that the ALARA (as low as reasonably achievable) principle is applied, covering both the so-called thermal effects and the athermic or biological effects of electromagnetic emissions or radiation. Moreover, the precautionary principle should be applied when scientific evaluation does not allow the risk to be determined with sufficient certainty. Per come la vedo io, chi viene colto in flagranza di un reato ( e quindi non vi sono dubbi sulla colpevolezza) non dovreb be esistere alcuna riservatezza sul nome, anzi, dovrebbe essere espresso chairamente in modo da non egenerare equivoci con possibili omonimi, affinchè tutti possano a giusta ragione guardarsi da certi individui. Diverso è il caso di persone sulle quali si stanno svolgendo indagini perchè non colte con le mani nel sacco. E non mi si tiri fuori la menata dei tre gradi di giudizio, perchè anche chi è stato condannato almeno in primo grado non dovrebbe avere diritto ad alcuna riservatezza.

Si cade dal sonno
Ho guardato un paio di video in youtube e con gran fatica perché concilia il sonno, ma è un problema mio, mi succede appena scorgo prestidigitatori e mentalisti. Dunque, se bisogna dare per scontate delle cose che si vuole far digerire per tali per tenere in piedi il gioco di turno, allora il livello è piuttosto basso. Vedere ad esempio questo video. Modesto suggerimento (che do anche a me stesso): osservando i propri pensieri ed emozioni si notano cose molto più interessanti, la vita potrebbe essere molto più avvincente e sorprendente se solo si riuscisse a porre un limite al caos mentale selezionando e scegliendo quel che si pensa. Naturalmente questi soggetti solitamente ignorano quelle che sono effettivamente le vere sorprendenti capacità dell'essere umano, e altrettanto solitamente irridono chi dice di avere sperimentato potenzialità di norma latenti, questa è la seconda ragione per cui non li considero molto interessanti. La cosa paradossale e ridicola è che siamo stati cresciuti con una cultura religiosa ben specifica (che personalmente non frequento ma trovo interessante per determinati motivi) che ha dei testi ben specifici a cui fa riferimento, ebbene, si prenda in mano il nuovo testamento e ci si limiti pure solamente alle parole di Gesù, si troveranno innumerevoli esempi di quanto intendo dire, piccolo esempio Luca 11.9-13, eppure ci si dichiara pomposamente "credenti e praticanti", probabilmente non si ha il coraggio di terminare la frase con "materialisti". La religione è in declino, ora la nuova religione è quella scientista, si provi a mo' d'esempio ad esprimere un parere personale nel campo della salute appoggiandosi ad esperienza diretta, se non coinciderà con l'ortodossia si verrà crocifissi. Siamo in Italia, AleB scrive una gran tirata tutta in italiano e finisce con un "to be contiued": non esiste l'equivalente allocuzione italiana o voleva farci sapere che sa l' inglese?? Il finale in inglese non impreziose nè svalorizza il contenuto delle osservazioni, ma fa solo un po' ridere.

.. Per quelli che hanno così paura del nuovo parco commerciale dell’area, faccio notare che questo si risolverebbe in: - Lotto funzionale 1B: Ristorazione. Nuovo ristorante, come tanti ne aprono e tanti ne chiudono - Lotto funzionale 1A: Completamento insediamenti esistenti. Si parla, vista ormai la comparsa dell’investitore, di un’attività della dimensione (inferiore?) di Esselunga (Risparmio Casa?). SLP di 5800mq: lo sappiamo vero cosa significa SLP? Google vi aiuta nel caso. - Lotto funzionale 2: mercato coperto e ristorazione. Questo è il masterplan tanto discusso per la parte di vendita commerciale. Davvero bisogna essere così preoccupati? Probabilmente nel breve termine vedremo una specie di grancasa del casalingo accanto all’esselunga: quali piccole attività imprenditoriali del centro storico intrese ne trarrebbero un significativo svantaggio? Non si capisce. Infine, per quanto riguarda la proposta del CNR, mi sovvengono solo due pensieri: molto suggestiva ma alquanto fuori da tempi. Chi dovrebbe investire con lucro in questo progetto? Solo un investimento di lungo termine da parte del pubblico potrebbe avere senso per una tale proposta. Purtroppo per noi, questo non è il periodo storico adatto per pensare che lo Stato si faccia carico di attività di questo genere. Questo treno passa OGGI e tra trent’anni: a me piacerebbe vedere gli effetti di una riurbanizzazione di questa area nel medio termine. Se così non sarà, ce lo terremo così…contenti voi! Saluti AleB

Ciao Filippo come ho avuto modo di dire altrove, a me interessano fatti e dati oggettivi. Non sono di parte: prova ne è che nella passata Amministrazione ho sostenuto le scelte di Zacchera in seno all'operazione “Teatro” che partì con le stesse premesse (mancata condivisione delle scelte, intervento in area degradata, cambio di destinazione, opportunità di finanziamenti mal gestiti e via dicendo: sembra proprio il nuovo CEM). Nel tuo (ed in quello di molti) ragionamento, non tornano parecchie cose: - Qualcuno sta inculcando alla gente l'equivalenza "commerciale=outlet". Il sindaco in persona ha già affermato, nonchè non v'è traccia nel masterplan in discussione – come fatto sopra presente da un altro utente, che non potrà mai essere insediato un outlet nella ns città proprio per i motivi da te menzionati (viabilità). Perché continuate a parlare quindi di outlet? Ma li leggete i documenti o vi fidate solo del politico di turno che ha tutto l'interesse di andare contro a prescindere? Non è nemmeno un’idea di centro commerciale stile Gravellona Toce o Castelletto Ticino: lo vedete dove sorgono quei posti (centri commerciali ed outlet)? Uscita autostrada non dice nulla? - Perché un soggetto privato dovrebbe chiedere alla cittadinanza tutta (attraverso quali strumenti?) un parere su immobili del proprio patrimonio? Perdona la franchezza: ma se devi fare un ampliamento in una tua proprietà con lavori che richiedono l'approvazione del Comune, cosa fai chiedi al tuo vicino di casa o parli direttamente con l'Ufficio tecnico? E se quest'ultimo dà benestare, tieni conto del parere del vicino al quale magari stai togliendo una vista pur rispettando le distanze di legge? Acetati si è comportata come un privato: ha avuto contatti con l'amministrazione la quale, secondo sue logiche, ha rilasciato benestare. Precisiamo inoltre che Sindaco e Giunta rappresentano di fatto e democraticamente la cittadinanza tutta: smettiamola di volere la condivisione di ogni singola questione che si presenta in capo ai nostri rappresentanti. Il dato oggettivo è che OGGI Verbania ha, nel punto baricentrico della città, un ex polo industriale nel quale, OGGI, può essere insediato solo un altro polo industriale (tra l’altro accanto ad uno esistente ed in produzione). Ci va meglio un’altra industria chimica? Io sarei favorevole: recupero aree industriali e lavoro. - Infine, si parla erroneamente di un costo di bonifica al mq: a parte un banale ragionamento economico che vede nelle attività di ogni genere dei costi fissi e dei costi variabili, non sappiamo dove si concentra né quali sono le operazioni per portare a termine la stessa. Se parlano di 2.5M€ per bonificare l’area, ci vogliono tutti, indipendentemente da quelli che acquisteranno i singoli lotti. Tra l’altro si dimentica che questa bonifica o la fa Acetati o la fa il pubblico perché, così com’è, l’area non è “vendibile”. Si dice che i soldi si troveranno: mi scappa da ridere considerato che l’ex area della Padana Gas che dovrebbe ospitare il parcheggio del teatro è lì ferma da anni perché non si sono trovati 108.000€ per completare la bonifica (stanziati nel bilancio 2019). Davvero pensate che, in questo periodo storico, le amministrazioni locali possano impegnare qualche milione per bonifica un’area la cui destinazione è tutta da definire? to be continued..

Ecco, forse sarebbe bene concentrarsi su questo aspetto, perché a me pare che questo fiorire di tecnici che operano nei mille ambiti più disparati sia paragonabile ad una pianta parassita che approfitta del malessere; in altre parole, nell'ambito specifico, pare si dica: tu genitore fai una vita costrittiva che nemmeno ti permette più di accudire i tuoi figli, ciò è bene perchè a me permette di occuparti di te e dei tuoi piccoli a causa delle nevrosi che questo ingiusto sisteme di vita impone. Ed infatti zero interesse da parte di questi professionisti per la radice del male.

Non c'è l'ho in modo particolare con nessuno. In generale questa tendenza delle opposizioni di qualsiasi colore politico di distruggere a prescindere è deleteria. Se ci si comporta correttamente non si avranno mai problemi o giudizi negativi perché le prossime elezioni si dovrà rendere conto ai cittadini del proprio operato. Maggioranza e opposizione. Perché se si agisce in modo non consono chi ti voterei be per governare la città?
